University of Padua Open Science Committee
The University Open Science Committee of the University of Padua was established in 2022 as one of the University’s official committees. It has been renewed for 2026 by Rector’s Decree Rep. No. 4726/2025.

MISSION
-
to promote Open Science (OS) pillars among faculty members, researchers, and academic staff;
-
to identify innovative services, tools and business models to serve open science;
-
to assess, implement and strengthen the adoption of Open Science infrastructures;
-
to monitor developments in Open Science worldwide and to carry out reports about Open Science institutional emerging trends;
-
to coordinate initiatives with other Italian universities and national and international research institutions and organisations;
-
to support activities related to the standardised tracking of scholarly publishing costs within the University;
-
to analyse and assess OS business models (i.e. APC, non-APC) and to monitor the financial sustainability of the transition from a “closed” to an “open” model across all disciplinary areas, promoting initiatives aimed at streamlining processes and expenditures;

to align Open Science activities with current criteria for research quality assessment and career advancement, supporting CoARA;
-
to explore alternative Open Access publishing models (green route, S20, Diamond OA, OA pledging, open platforms).

OPEN SCIENCE ACTION PROPOSALS & SELECTION CRITERIA
How does the University Open Science Committee select publishers and service providers?
To ensure transparency and clarity in decision-making processes, the flowchart used in the evaluation of Open Science / Open Access actions eligibility is available for consultation.
The OS Committee assesses contracts with publishers and service providers according to the following criteria:
- Transparency
- Compliance with Open Science practices
- Cost savings, centralisation and monitoring of OA publishing costs
- Non-commercial, community-led publishing and non-profit publishers
How to submit proposals for Open Science actions and services?
Submit detailed proposals via the Library Helpline, by selecting the Open Science queue.
MONITORING OPEN SCIENCE
At the national level, the Open Science Committee promotes the University of Padua's participation in the OS Observatory Italy, an initiative for collecting, analysing, benchmarking and disseminating OS indicators, as well as experimenting with open research information systems.
At the institutional level, the OS Committee promotes the adoption of the University of Padua OpenAIRE Monitor ( "OpenAIRE Monitor UNIPD"), adapting its features for the University of Padua and, with dedicated funding, facilitating the acquisition of this resource.
